But as the country builds a 1-gigawatt AI data center, launches a national supercomputer, and embeds machine learning into every layer of government, a growing number of analysts see a hidden crisis: a digital juggernaut that may repeat the same mistakes of the 1978 Alma-Ata Declaration, which promised equity and participation but left many behind.

What happened

On 9 June 2026, Tokayev signed the Digital Qazaqstan strategy, a national AI roadmap that aims to make Kazakhstan a “premier digital hub” by 2029. The plan calls for $10.5–16.5 billion in investment over the next three years, blending state budget, public-private partnerships, and venture capital. The government expects AI-driven efficiencies to add 1.5 percentage points to annual GDP growth by the end of the decade.

At the second meeting of the Council for the Development of Artificial Intelligence in Almaty on 4 May 2026, Tokayev warned that Kazakhstan risks being “left on the sidelines of global progress” unless it builds a real digital economy powered by data, AI, and platform solutions. The emphasis on machine-readable law and automated inter-agency processes could reduce friction for compliant businesses, but it also means that the state becomes the ultimate gatekeeper for AI deployment.
